Sweden's health care system is comprehensive and of a universally high standard. However, since 1991, it has been under review in an attempt to cut government spending. Almost 25% of surgical beds have been closed and 30,000 jobs cut. Sweden is now among the lowest spenders on health as a proportion of GNP in the OECD. Reforms in 1994 gave individuals the right to choose their own doctors, and allowed doctors and specialists to set up private practices.
